These office files, 1973-1986, document the substantive actions of agency directors and deputy and assistant directors of the Dept. of Labor. These records constitute the official record of an agency's performance of its functions and formulation of policy and program initiatives and should be preserved at the appropriate administrative level. This series may include various types of records such as correspondence, memoranda, minutes, and reports concerning agency policy procedural precedents, organization, program development, and reviews as well as non-routine fiscal, budgetary, and personnel concerns. The series includes record types separately described in the administrative general schedule but the office filing methods and arrangement of these records in a central unified file justifies their identification and description in this manner. The correspondents are Mike Morgan and Bethlehem Steel Corporation, among others.

The Lackawanna Iron and Coal Company, formed in Pennsylvania during the 1840's moved to a West Seneca, N.Y. site in 1899. Steelmaking began in 1903 and by 1909 the City of Lackawanna had been established around the steel plant. Purchased by Bethlehem Steel in 1922, the facility expanded until employment reached over 20,000 in the mid - 1950's. Decline in the 1970's led to the closing of the Lackawanna Plant in 1983.
